The company cut 240 jobs during the quarter and plans to cut 140 more this year as it aims to reduce costs by at least £52.8m.
"Market conditions were challenging during the quarter," said TomTom boss Harold Goddijn.
Revenue for the group also fell significantly down to £187.7m from £270.6m.
The company attributed the fall to the "weak economic environment" causing a drop in demand.
TomTom has said it expects to sell between 11 and 12 million devices in 2009, with a revenue of up to £1.4bn.
Financial Executive Marina Wyatt said: "We are not reiterating our outlook ... what we see at the moment is we don't see a reason to walk away from what we have said before."
TomTom shares were down 3 percent this morning.
